I'm sorry I wasn't clear about all this! So David has 2 tattoos, one for Gwen and one for Jasper. (I'll be going into more detail re: Jasper next chapter). Gwen just has the one tat, for David; she was so disappointed when she came into the office and he said the words on her tattoo because she knew she'd have to turn him down and really didn't want to have that conversation.
In regards to Kyle, it's just that he said something very close to the words on David's Gwen tattoo. And since he developed a crush on Kyle he was sort of hoping maybe Kyle could be his soulmate, even if his words were a little off...which of course was not the case.
Anyway, I really hope that cleared things up for you! Sorry it was confusing.
