Even if you disabled that, people could still download it via their Web browser with a click of a button as HTML (File-->Save Page As) or a PDF (Print-->Save To PDF). Or they can just copypaste the text. If you can see it on your screen and read it, it can be ripped by a plagiarist, too. So, disabling downloads on the Ao3 site itself isn't going to fix the problem.
I've had my most popular work plagiarised by Russian pirates and sold as an ebook (twice!), so I sympathise. But it's no use blaming Ao3 for that; pirates will find a way.
