Apologies for the delay in replying - I wanted to double-check with our coders before giving you an answer.
Introducing standardised tags wouldn't help speed up the reintroduction of the tag filters, no - it would involve an even more extensive recoding of large parts of the site, so it would actually make it take much, much longer!
In the longer term, if we disallowed user-created tags and moved to a system more similar to Fanfiction.net, that would remove some of the specific issues we have to solve around tags, since it's much more restrictive (although any new system always throws up new problems). However, the freer tag system was very much a deliberate choice on our part, so that's not something we'd really consider. In particular, it doesn't make sense now to spend lots of time and resources changing to a different system, when we could spend that time figuring out good solutions to keep our existing system working well.
