You can, however, use bookmarks on mobile, so what you can do is copy the list all of the tags that you want to exclude into the box one time, filter and then bookmark the page that comes up.
It will still update the page for new fics and updates every time you reload, but the excluded tags are now part of the bookmark link, which means they will always be excluded as long as you use the bookmark to load the page.
I’ve been doing it for years for all of my fandoms. The only problem I can foresee is if your browser doesn’t allow you to save bookmarks, but every good browser should. Or you can always switch to Firefox.
