They were usually semi on topic, lol! I was studying Magazine Journalism, so a lot of our projects/assignments were quite creative and broad, you could do basically anything as long as you found a way to pitch it in a way that made sense to the lecturers. When I pitched the fanbinding idea, my course director seemed to think it was a very niche issue and wasn't convinced, so I brought her some numbers, and her reaction was: "Oh my god, people are doing that?!!! Isn't that illegal????" My answer was: yes, that's what I'm saying! Haha. I got the go ahead on that one, fortunately.
When I pitched FANMADE, it got rejected at first – what I got told, verbatim, was: "Um, I don't get it. Who is this for?" Fortunately, someone who studied the course the year before and is also in the trenches of fandom saw my proposal and convinced my lecturer to reconsider.
An example of a rejected one would be when we had to write a feature article about "doing something for the first time ever" and I tried to convince my lecturer I've never written fanfic before and to let me do a feature on that. They didn't believe me, so I had to come up with something else. Seems I've been chatting about writing fanfic in class too loud. Haha.
