    I love this story! I don't think they are OOC at all. If the series writers had had Laurel react the way Felicity is reacting, I think we'd have liked Laurel much, much better. Felicity's reaction is perfect. She is happy that he lived, but she's not ready to forgive him for what he did to her. She needs time to see that he has really changed, and he's not the boy she knew. You have created an awesome story! Well done.
