This was really great, if heartbreaking. Glad Shouta gets his happy ending. x3 His beginning was certainly sad enough to cover the entire rest of his life! D: Little!Shouta was so adorable and I hate how everyone just assumed he'd use it for evil. :( I did think that the bit about harming the hero and having to go to court and having to pay a lawsuit was fairly accurate, though, even if it was paiiiiin. You know it's bound to happen sometimes with knee-high children running around with superpowers.
Love that Hizashi just wouldn't give up on him and was super impressed by his win at the festival, rather than jealous like some others. And I liked the bit about Shouta needing help with English. A nice way to work in his eventual friendship with Hizashi.
