I don't actually subscribe to the theory that the Dargon Arc came about just as a retool to get ratings. It takes a little digging to find this- since back in the day the production team on kids cartoons wasn't exactly considered a draw, with the possible exception of Timm/Dini- but season 3 was when the show got a new creative director- the man behind Candle Cove.
This explains a great deal, actually.
(If you're not up on your mid-seventies puppet shows, this http://tvtropes.org/pmwiki/pmwiki.php/SugarWiki/CandleCove?from=Main.CandleCove should serve as a primer.)
You could be close to the mark with that one (certainly, if Jade ever knew of it, she'd have blocked out the memory). Whatever it is almost certainly wasn't ratings, given the damnable enthusiasm that seemed to strike all levels of production. Taking in the localization teams and the TV Guide interview, it's clear they all ecstatically behind the Season - if the creative director was responsible, we'd have to hand to him that he makes quick and good friends!
