quick question, are the accords passed and in effect in this fic? and on a similar thread, are steve and bucky still wanted fugitives and others (sam, clint, scott, and i think wanda) in the raft?

Yes, the Accords are "passed" and in effect. And basically Team Cap and associated figures are all wanted fugitives. However, they are not in the Raft, (spoiler? Possibly?) since they escaped at the end of Civil War.
In my head, the Accords are more an International Law specifically pertaining to the Avengers (unless someone can point me to canon specifying otherwise), but...I guess not spoilery, so I'll just say it: In my personal headcanon for this series, due to the passing of the Accords, many states and possibly the federal government in the U.S. are considering writing similar legal literature that basically requires special permission/registration in order to operate as a vigilante (kinda like the comic Civil War but also I haven't read that in its entirety so it's more like a vague influence). Tony Stark is part of the 'negotiations' for that, as will be hinted in future chapters. But I don't have any real plans to go super in to detail on that as far as writing a story centered around it. WHO KNOWS THOUGH.
Yes, Peter getting pissed at Tony IS satisfying. It was satisfying to write. And who knows maybe they will have a heart to heart or maybe they will get more pissed at each other I don't knooooooow~~ ;D
