Perhaps if Gabriel had more political power maybe, but now that they’re married Adrien and Marinette are legal adults and he has no power over them. That’s part of what makes him so angry here.
Technically, no amount of political power should allow Gabriel to annul their marriage. I did a quick search of the term, and apparently annulment has to be specifically sought by either the wife or husband and even then they still need to prove they have grounds for such in order to get it. All political power would be able to do would be to put pressure/incentive on a judge to accept whatever grounds are presented, but there is no remotely legal way to simply go around the married couple in question.
