    Nazis? Night and Fog were in Boston until Purity rejoined the Empire.
    Sex slavers? The Orchard had brainwashed sex slaves as the beginning and end of their business model.
    Violent gangs in general? Sending monsters on rampages was kind of Blasto's whole thing, the Teeth had an irregular presence, and the less said about Deathchester the better.

      The point is that Boston is not, at least in this story, overrun by those factions. Blasto mostly keeps to himself, Night and Fog hardly constitute a gang on their own, and Orchard had already escaped overseas by time this story started (based on Black 13.11).

      I'm assuming every major city on Bet has at least some parahuman crime, so it's not like Boston is some anomalously safe city. But it's not to the stage where the criminal elements have outsized political influence.
