Not that it would be the easy option to send Harry back to the Dursleys. It would be terribly hard for anyone who cares about Harry's welfare to send him back to an abusive situation, so technically it SHOULD be the easy choice to find somewhere else.
AMELIA: We must make haste to find his parents' wills, so that we can find out who are Harry's legal guardians—
ALBUS: Amelia, Harry must be returned to the Dursleys. It is for the Greater Good.
AMELIA: Harry is frightened of them! He fears for his life!
ALBUS (chuckling): When I was a young boy at night, the hooting of owls at night frightened me. Trust me, he is in no true danger. He will be fine at the Dursleys.
AMELIA: You said that returning Harry to the Dursleys was for the "Greater Good." What can possibly be "good" about that?
ALBUS: I'm afraid that I must keep that a secret. And it is a grave secret, Amelia; lives would be lost if that secret would get out. You must trust me, the Leader of the Light, about this.
AMELIA: Does that grandfatherly, eyes-twinkling act usually work for you? Because the law is clear here, Albus. Not to mention common decency! HARRY POTTER WILL NOT RETURN TO THE DURSLEYS!
ALBUS: Well, I tried, I really did try. Now comes Plan B.
Nah, I won't be doing that. I'm pretty sure Harry's reaper would come down personally to smack Dumbledore into an alternate dimension if he interferes ONE MORE TIME.
