Those poor girls. If I'm honest I guess it must be hard on all of them at the moment. Jack clearly doesn't know how to handle the girls and that must be hard for him. It's obviously hard on Josh and Donna to let him become part of the children's lives.
However it is hardest on the girls and they are the most important here. Gigi doesn't know him and he seems to be making very little effort to get to know her. Poor Emily, old enough to understand some of what is going on but young enough to be incredibly vulnerable.
I still wonder whether Jack's interest is driven in no small part by Josh's presence. Jack isn't that the bothered about being a father to his girls, hence him suggesting Emily go home, but he doesn't want anyone else to be either.
You really summed it up very well. This is really hard on everyone. We will get more insight into Jack's motivation in coming chapters. And yes, Josh's presence is affecting Jack's parenting-- adding a new person to a family always changes the dynamic somewhat. But the question is will this make Jack a better parent in the long run or a worse one? And the main point is that everyone should be putting the girls' needs first.
