In today's episode: lotsa frank discussion of, uh, "shagging" as you lot call it. Also seeing you're going with the more "anatomically correct" bent; not quite my cup of tea but I respect the commitment to the rules of the universe.
But in all seriousness, that was a nice little peek into this organization (it's a shame you couldn't make "UWU" work as a backronym) and what their specific goals are and how they do them, so it's more than just a plot device. Now put a pin in that for a moment...
Dear Lord, those cameos. As the 'roo might say: J, you bloody legend. I didn't get the vast majority of them, but I see Simba's son is having some fun, and I see another couple got the hell out of Possum Springs and found greener pastures. I'm playing through NitW right now and while I honestly don't buy the idea that a gay couple would be accepted in Appalachia... man, they're just too cute of a couple. You must admit, a fox and a bear make indeed a great pair. (Though... I trust independent Zootopia has universal healthcare? Some Ritalin for Mr. Lee, please, before he kicks out all the lights.)
And Skye. Skye, Skye, Skye, what are we gonna do with you? I'll admit, going into this chapter, I had her pegged as a sort of... "Daria" type. Not socially anxious, just socially apathetic, keeping to herself because others bore her. But then again, much like Daria... nope, that's a cover, she's secretly anxious and she doesn't want to show it so she puts up a veneer of apathy. She had me good. And oooh, I can imagine it's eating her up inside (no pun inten-- okay fuck it pun intended) to hear that her attraction to her new bunny boo might be rooted in primitive hunting instincts. Then again... who's to say this kangaroo knows what's going on in her head? He can call himself an expert, but it doesn't mean he is one.
Nice to see Haida and Retsy show up, but I am wondering how much of a splash they can make with such a late entrance. We shall see!

Anyhow, I assure you that at least half of that discussion was not shagging. And at the same time, surely OWO and UWU are basically the same? I mean, if Zootwopia has them going to an organisation called OWO, those in the know would be just as hyped as if it were UWU, right?

Yup, the animal world worked out universal healthcare... because I can't be bothered to deal with the mess of insurance and premiums and all that stuff... (Insert snark/ commiserations here).
Skye isn't really anxious. She's actually pretty forthright to those 'telling her how to live her life'. She is pretty damn introverted though, and generally finds social interactions tiring. This whole thing here was a 'random thing that just rubs her the wrong way' out of plot necessity.
Interestingly enough, back last year, I had a thought experiment I was working on: seeing if I could merge two of my fav fics (Fire Triangle and Guardian Blue). And, apart from finding out that they could work together excellently (along with some of the pre-zoot stuff by FT's author, and some plotlines from When Instinct Falls, another very popular mega fic), I also got to work a bit more on my Skye. Mainly as my Jack and Skye are very much inspired by the versions in Guardian Blue (or rather, I felt there were shortcomings in the GB versions and plot use of them, which I took as a springboard to work off in my fic (similar to you, LJ and Take a Stand)). And so naturally, that meant it was fairly easy to incorporate some of my Jack-Skye stuff. Such as this scene.
However, I was also pulling in Fire Triangle at the same time... Which has no Jack and Skye (it does have a Jack, but he ain't Jack Savage by any means). It does have a very tragic backstory for Nick that involves a vixen though, that really makes our fox suffer, to the point where what was going on had to be lampshaded in story. And looking through that, one of the first things I knew was that I could have Skye be that vixen, change a few things around, and it'd make a very compelling backstory/ basis for their interactions, for the both of them. I also made a change that pulled the real hard end of the hurt from Nick onto Skye, to the point that, though she insists she's okay and doing well, the pain of what happened to her still very much informs her character...
-And would make her reaction in this chapter here make a ton of sense. Anyhow, tangent over!
Well I've certainly given you a lot to think about, now haven't I? Haha.
And for posterity, in my head, OWO seems more like a generic cutesy thing used ironically and unironically by many types of people, whereas UWU is solely the province of furs. When my normie friends goof on furries, they always say "uwu" with a distinct U sound.
