I think they absolutely build everything but the obstacle course in a week or less, and I say that as someone with a lot of experience in live events. Events like this throw a lot of people at the problem, and the people who are higher in the food chain have probably done the event several times.
The construction of the obstacle course would have been a huge challenge, but this is a world with quirks. Between Power Loader, traditional earth moving equipment, Cementoss, and plenty of quirks we probably never even saw I think the setup timeline could be amazingly short even with the obstacle course included. There's no way for you to prove that there's not a bunch of Cementoss's concrete under some of the dirt we saw in the obstacle course. (cue someone watching the episode and finding proof) Also keep in mind how quickly they're able to change the field for each event during the festival. I was about to argue that they could have worked on the obstacle course during the summer but Japan's weird school years don't work like that. I still think that the stadium probably sees very little use during the year, so it may be possible to do a lot of preparation well in advance of the Festival during the end of the previous semester.
The other parts of the event could totally be done in less than a week, and I think that executing the Festival is something they try to involve students in as much as possible. There are so many different things that need to happen for an event like this, and lots of learning opportunities as long as you've got enough wits about you not to get hit by a forklift or touch equipment you don't understand. When a big rock and roll or other type of arena show comes to your town they don't bring the full army of people that they need to pull off the event. They travel with a small crew that knows what needs to be done and how to do it. They hire a much bigger local crew from your town to take orders from the road crew.
I know all this because I was part of the local crew for plenty of interesting shows. I've watched incredible gardens take shape from nothing inside a convention hall. I've built a video wall for the Foo Fighters, a giant diamond out of truss for Neil Diamond, and I've helped assemble the rigging that supported P!nk's flying bed. I've pulled a late-night Izuku deadlift on pyro equipment for the Trans-Siberian Orchestra (pyro smells awful and it's very heavy), turned my shoes into brakes for runaway road cases on ramps, and been an unfortunate witness to a cheeky rigger on his last day before retirement wearing nothing but his harness. I'm just glad he was too high up for me to see him well.
