    I really liked Mineta’s rant but about Hagakure’s quirk, doesn’t she wear clothes? Like when she not in her hero “costume” doesn’t she wear clothing? So her walking around naked is technically a use of her quirk and public indecency, right? Because her walking around naked isn’t socially acceptable and in doing so she is “using” her quirk even if it never switches off because she has no visible markers and is now truly invisible. I find it plausible that the government may have placed a band on her wrist or foot or something that cannot easily be cut off in order to kind of negate her abilities/ so that she has a visible marker. But I think I may have misread it and Mineta was just saying that her existence involves the use of her quirk because it cannot be switched off but that doesn’t mean she should be arrested for illegal quirk use. Also just for reference, does the canon MHA verse allow for quirk use on private property? Or is casual quirk use somewhat allowed, like I don’t think that if the police saw someone like Sero using his quirk on a jungle gym as a kid as illegal quirk use and even an adult using their quirk to catch something from falling doesn’t seem that serious? Like maybe there is a social allowance for stuff like that. But maybe someone like Bakugo using his specific quirk in a casual situation or smth wouldn’t be viewed as kindly. I really don’t know though.

      Plus it doesn't cover anyone with mutant quirks where it's literally a part of you, so is everything that Tsuyu does illegal quirk use? That kind of stuff has been plaguing me since the beginning because it's so unequal and wrong and basically like gay rights, everything taken away on steroids-level.

      Plus Hagakure should never be allowed to do that cuz in any reality she'd have died from infections long ago if she went around naked for even a day while being exposed to all the dust participles, debris, and you name it!
