It's further in the Zeo series before David Trueheart shows up-in the television show. Sam and David Trueheart both show up in the Zeo episode Inner Spirit. The link will take you to the actual episode. David Trueheart shows up in 5 episodes altogether in Power Rangers and they're all in Zeo-Inner Spirit, the 3 episodes that follow, and the episode Oily to Bed, Oily to Rise. As far as the comics go, that seems to be the consensus that the comics are a different universe than the main shows save at least RPM-like the first movie, RPM takes place in an alternate timeline or universe than the main series.
