Ned was speaking! Roose didn’t realize he actually Knew That about his siblings (this will come back).
We will get into the Stark Siblings (1st gen) and their Provings later – it was not normal for Roose to fuck with all of them, Ned’s treating it like it is but the impetus for a lot of this fic is Roose being bored and/or taking his duties too seriously and accidentally starting shit. (he should have STARTED with Brandon. He in fact did Brandon last, except for Ned).
Also re the kids, it’s exactly what Ned said in the chp – he’s concerned first and foremost with their safety and happiness w/his decisions re fostering and marriage. He wants them somewhere they will be safe, protected, and most importantly, Not Fucking South. His weighing of the political benefits of his decisions is convoluted for that reason. His immediate goals are – keep Joffrey from touching any of his kids, keep himself North, and fuck up the goddamn Others.
I have no issues expanding on worldbuildings in comments but I get very squirrely about spoilery stuff lol
