    So, the current status of the BEAST universe is that B!Chuuya has escaped from military custody and is destroying Yokohama. The military have sealed off Yokohama to keep the general public safe, but also to keep secret what they were doing to B!Chuuya. They have led the public to believe they will kill B!Chuuya to save Yokohama, but in reality they want to recapture him and continue their experiments.
    The reason they are killing off the ability users is that they can't have this secret getting out to the general public. The ability users are unable to leave (due to the barrier) and so will see if the military attempt to capture (and not kill) B!Chuuya. They aren't trying to kill ability users because of their abilities persay, but they are trying to kill anyone still in the city to prevent their secret from getting out (and so they can capture B!Chuuya without interference).
