I feel like General Order One/the Prime Directive was this decent idea for a plot device that got driven too far—they started showing worse and worse scenarios and made Picard (and Janeway) consistently “Nope, the rules are the rules!” without showing us enough of how much that bothered them/hurt them/them remotely looking like they realized the rule itself made sense in a broader view, but in specificity definitely fell short on the regular.
Even as a kid, I loathed TNG Prime Directive episodes, from that awful one with the addicts-and-addicted onward.
I don’t know STO very well, but the Prodigy-Picard drift into the Federation having to do a major realignment as they hit enemy after enemy, failed the Romulans (and got breached/sidelined by the Tal Shiar) and and and… The line in Prodigy where you find out the Federation basically stopped exploring and just stuck within its borders after the Romulan and Mars incidents really underlined it for me. They obviously will get back on track, but I can’t help but think all those injuries *have* to shape how they do it going forward.
