As we've said, it's unlikely AO3 or the OTW would be affected by this bill if it does pass both now or in the future. In the event that AO3 or the OTW was threatened, we would take the necessary steps to protect fan expression. We can't say provide you an exact step by step of what that would look like as it would depend greatly on the situation at that time.
The OTW and AO3 have discussed moving previously and are still keeping a very close eye on developments in the US and elsewhere to determine what most protects the OTW and its users. For now, we have determined that even with all that is going on, the US is still a very speech- and fair use-protective country when compared to other options and there is currently no better place for us than in the US.
AO3 already requires the minimum amount of information about our users needed to run. You can learn more about what information we collect in our Privacy Policy and our Privacy Policy FAQ. On the technical side, AO3 also follows industry best practices, such as having multiple online and offline backups and servers on multiple continents.
In general, the OTW and our Legal Committee remain on the watch for issues that would affect us or our projects. In the event we are threatened, we will inform users.
