Unfortunately, it's not entirely Dagda's decision.
The crimes were all wrapped up in a more general putting-royalty-in-immediate-danger clause under the heading of Conspiracy to Commit High Treason. Sunny got off scot-free for his immediate assistance in undoing the damage, considered cooperation. If Roland had allies still, being exiled or grounded (wings cut off) would have made it too easy to play himself as a martyr, punished trying to protect the Fairy Kingdom from falling into the hands of the goblins.
As for hearing him out, Dagda is partially playing the long game, and partially hoping he wasn't entirely wrong about Roland, and that he might have learned his lesson.
All that said, this is really going to be a rom-com rather than a political drama.
