The other ark keys and the drivers are gonna come from garaki, who's gonna replicate the keys. I plan for the LoV to steal flying falcon during the training camp attack, and debut shiggy as horobi during that time too.
Yes absolutely. I'm not gonna have a raiders arc at all, because mei won't want to be a villain, but heroes will use the raid risers during the shie hassaikai raid, which spoilers, but it won't really matter to much to the story, but nighteye will survive the raid due to the raid riser
