In the world of mercenaries, such an alliance is not surprising. But the fact that the supposedly legitimate king (and Tywin is acting on behalf of his grandson) is hiring mercenaries who have previously been known for their loyalty to false claimants to the Iron Throne is remarkable. And the fact that the Targaryens and the Baratheons are only fighting with Westerosi troops on their side is a clear indication that Joffrey is a false claimant to the Iron Throne.
Maybe so, but still it's the only choice Tywin has. Almost half of his army was destroyed at Riverrun, and he has only the crown lands and the more exhausted Westerlands on his side.
As Tywin showed when he rode to King's Landing during the Blackwater, desperate times call for desperate measures, like giving the Tyrells a lot of power at court.
Also I did hint about a certain someone working behind the scenes for this outcome. Even in canon he was influencing court by that stage (although he did so for a different purpose)
