The only duchies I would predict not competing would be those who know they can't produce and support even a Zent with little to no political power, and Gilessenmeyer since they don't want to look like they are trying to take over the country again. Even in this AU where Aub G avoided almost all of the blame, it wouldn't look good. Dunkefelger might be sad that they lack a candidate with the mana and personality to try but I can see them wanting to turn their recent political win into something more permanent.
There must also be a certain subset of people who were happy with the Royal's and are very invested in holding out until Eglantine's children can inherit or confer "legitimacy" on the new Zent through marriage.
If anyone, Rozemyne will teach her kids that power is actually a terrible imposition and not worth seeking and they will have it thrust upon them anyway.
