Summary
Ever since he was a little boy, Hawks has always been drawn to a call of distress. It's in his nature; he can't ignore people in need of help. He's not sure how others can do it so easily, not sure how others can just sit idly by while people are scared and pleading for saviors.
Hawks will always fly toward them.
He admires Endeavor for striving to go futher beyond, past his capabilities to chase an impossible dream. So Hawks decides he'll also do the same--become a hero for the sake of others and use his puny wings to bring everyone a better future unreliant on heroes to save them.
No matter what the cost.
Or, a character study on Hawk’s unshakeable instinct to help others in need, and how far that instinct is willing to go.

Summary
While infiltrating the PLF, Hawks is often startled by how good-natured Twice is. Jin likes to help others. He’s empathetic, mourns for others’ suffering, and is willing to bend over backwards if it means it would make someone’s life easier.
Hawks? He’s none of that.
Hawks is cold-hearted, disregards frivolous feelings in favor of the larger goal. He’s not concerned with the consequences of his actions, eyes only on the prize. His friendly personality is just a front, a workable tool to get him what he needs to succeed.
Hawks is selfish. Twice is selfless.
In a twisted way, Twice should have been the hero.
Or, Hawks learns more and more about Twice as a person while he secretly organizes the villains’ downfall. A small veil of regret slowly grows in the hero, but Hawks doesn’t falter in his mission as the time for attack draws closer.

EDIT: Someone commented about the summary, so I'll just leave clarification:
This fic explores Hawks' inner insecurities about the actions he's committing to as a hero. It's not exploring the morality of what he's doing; rather, we're exploring how he feels about it.
