Summary
Despite having such a similar design with the Blue Bomber, life was different for Bass. That might have been why Mega Man couldn't bring himself to hate the Wily bot.
He woke up to a father declaring war after breaking out of prison, then the rest of his life wasn't much easier. The fact that Bass displayed any moral compass at all amazed Rock.
Mega Man isn't sure what they are exactly, but it wasn't enemies.

Summary
Mega Man is having a hard time processing his last confrontation with Dr. Wily. From almost hurting a human to the betrayal of a comrade, it was a lot of new feelings the robot didn’t have experience handling.
As for the Wily bot; Bass is struggling with his own identity after failing his life’s goal to destroy the Blue Bomber. Bass only has one purpose, it should be simple enough.
When a new enemy appears and takes Dr. Wily and Proto Man hostage, the Robot Masters might have to fight together for real in order to save the world and the people they care about.
