Summary
Hawks is an asset to the HPSC. Their tool. Their property. He is in charge of taking a new member under his wing while he is capturing and imprisoning the League of Villains-- Koharu Azumi. She is known to the commission as the "Quirk Capsule." She can touch someone and steal their quirk-- and copy part of the user's physical appearance along with it. He brings her to the LOV for meetings, and the LOV thinks of her as part of the family.
When Koharu gets into a bad accident while tearing down the HSPC and loses all the quirks she had been holding onto, she goes into a coma until another quirk can be given to her. Dabi and the rest of the LOV make an ultimate sacrifice to their power and offer to give her their quirks. What they didn't realize was how the side effects of their quirks would affect her well-being...
