He grabbed his roses and a bunch of foliage and got to work. It really was the most boring and unoriginal of orders, but it was at least easy to make in bulk. A rose, a piece of foliage, then twist the whole bunch a quarter turn anti-clockwise in your hand before you add the next. Repeat until finished.
