It was meant to be a joke.
The vampire outfit you bought for 47 finally arrived last week in an inconspicuous parcel. It was supposed to be presented to him tomorrow on Halloween night, when the both of you planned to stay in and watch spooky movies all night. The initial idea was giving the dumb costume to him, and you both can laugh it off, then proceed with the night.
47, on the other hand, has a different plan up his sleeve.
