Sam couldn't control that he was born to be Lucifer's vessel. He didn't consent to being given demon blood when he was an infant. Even the archangels agree it's not his fault that he could start Armageddon. Still, he must be kept safe and hidden for his own protection - and the protection of Heaven and earth.
Sam is kept prisoner to keep the world safe. It's a gilded cage, but still a cage.
