It was just, apparently — she could also be having this.
Like she'd been ordering off one half of a menu her whole life, satisfied, no complaints, and somebody had just casually flipped it over to show her the other side. She was, as she discovered in real time, extremely into the other side of the menu.

in which Rhaenyra Targaryen realizes she's bisexual against a hedge at her cousin's party, discovers the girl she was kissing bears a suspicious resemblance to her best friend, and decides to simply not think about the implications until Alicent, who's been thinking of it since they were twelve, confesses first.

Summary
Alicent Hightower would like to make one thing perfectly clear to the Gods, herself, and anyone who has ever known her: she knows without a shadow of a doubt that Rhaenyra Targaryen loves her. That part is not up for debate.
Unfortunately, Alicent has also historically been the one to initiate most things between them.
Which means she really should have predicted the problem.
(The problem being the distinct and infuriating lack of a proposal.)
Or: Alicent spends several months convinced her girlfriend is secretly planning to propose at any given moment. Rhaenyra spends those same months patiently waiting for Alicent to finally make partner - exactly like Alicent once told her to.
