Summary
What if A MARRIAGE LAW was enacted, Hermione/Draco, BUT... FEMALE Muggle-borns must marry a pureblood if they wish to stay in the wizarding world. Reasoning is so that no two muggle-borns are married, and this decreases the amount of matches (and purebloods inconvenienced) needed to be made.
