Summary
Every decision, conscious or unconscious, has an effect on the timeline. We all make these life-altering choices every second of every day, and they all lead us here. But Woods, in this timeline, made a few different ones, both consciously and unconsciously.
After the Phantom broke in to steal the serum coordinates, Woods couldn't get the attack out of his head. He'd always been good at taking care of himself, but when the Phantom came up behind him, he didn't even get the chance. That can't happen again, and it won't, if he can get John Doe, the undercover detective with a paranoid streak, to help him.
