Summary
The Foundation has found the way to make jewelry that could strengthen anyone of their personnel. Originally a side effect, If worn by two separate people they would fuse into one person, is now seen as the primary focus of developing this technology. However with how potent and dangerous this could be they lock most pieces in Site-1, leaving a select worker to hold and use such anomalous items.
Despite how much the O5 stress to only use these in emergencies, they get tossed around in level 4 clearance circles. Amnestics are distributed regularly to keep secrets to one's self and the Foundation expects secrecy above all else. Because the fusion process also fuses memories that is kept by both parties after the jewelry is taken off.
