Sabo raised the right arguments with Garp; if they do join the marines, it would mean their death.
In between Ace and Luffy's fathers and Sabo looking enough like the both of them to be mistaken for blood brothers, they would all get executed the moment higher ups make the connection to who their father(s) is (are).Loving his grandsons more than he could ever be able to just stand aside as they get killed for something out of thier hands, Garp realises that forcing them to be marines would mean their dead. Doesn't mean he can't train them to take one marines when they do set out to sail.
Before he leaves them again in the Forests on Dawn Island, Garp gives each of his grandsons (as well as his revolutionary son, and a certain red-haired nuciance) a den-den bred from a white den-den and a regular one. Meaning they will be able to keep in contact without anyone intercepting the calls. The tide has turned just because of that, with a family sticking together no matter what.
