Summary
Rule two of time travel: Always do what Celebi says, because you've already done it!
Mew had been curious about how these "Pokéball" things worked for a while, so when Celebi asked her to capture herself in one of them, she jumped at the chance. It just so happened that this one was in the local professor's lab, and at the time held a very annoyed Pikachu.
Ash Ketchum woke up late for his first day being a Pokémon Trainer, and so by the time he arrived at Professor Oak's lab, all of the regular starters had been taken. However, there was one particular Pokémon that was still available - a pesky... female Pikachu? Huh.
Alternatively: Mew takes Pikachu's place as Ash's starter. Shenanigans ensue.
