Aang really didn't mind that Zuko and Katara had slept together while on cactus juice all that much. It wasn't mean spirited and it was Zuko. He was ready to let bygones be bygones.
So when they insisted that he could sleep with any one person to balance it out, he accepted the free pass so they'd feel better and be done with it. He wasn't going to use it though.
Not until he ran into Toph.
