Summary
The Winter Soldier was just an assassin for Hydra.
No choices for itself.
That was until he was told to train two in-training black widows.
Then two twins who gained powers.
When they escape, they all have to make sure they stay alive, and don't get captured. By either Hydra, the government, or the Avengers.
Who were confused once they saw a bunch of unknown people spotted around the city.
And even more confused when Steve Rogers recognized one of them.
