Summary
As the war ended and the mass prison breaks wrecked Japan the Pro Heroes were preparing for a meeting to come up with a proper plan on handling the exponential rise of crime. That is until a delivery man singles out the number two Pro Hero Hawks, saying he has a package for the man. Only thing is the hero hasn't ordered anything, let alone would have it be delivered to a Commission building. Hawks accepts the package only to learn a horrid fate was sealed.

"Yes,” he said flatly. “I did this myself. So what?”
Kaiser glanced up at him, blue eyes sharp but tired.
“I cut,” he said, like he was listing an inconvenient habit. “Sometimes.”
“And sometimes I…” he gestured vaguely toward his own throat, clearly annoyed with the need to explain it out loud. “…do that.” Kaiser looked away first.
“And it's not what you think,” he added quickly.
Kaiser’s eyes flicked back to him, irritation flaring again.
“I didn’t try to kill myself.”
“I mean it,” Kaiser said, sharper now. “That wasn’t the plan.”
He pushed himself off the desk, pacing a step or two across the room like a caged animal before turning back.
“I wasn’t trying to die. I didn’t realize how long I’d—” he cut himself off again.
“Whatever.”
The dismissal was automatic, defensive.
But he still finished the explanation.
“I wasn’t planning on passing out either.”
Or, kaiser gets caught by noa doing self-harm, depicted in cutting and choking himself!

Summary
After the incident at USJ the Hero Public Safety Commission is concerned about the security of UA. With All Might still a target and a member of the staff they offer to add another hero to their roster to boost their security as well as appease the public.
Hawks does not want this job. He has many other jobs that need doing.
The kids are kind of cool though. They make him laugh.In which Hawks unwillingly adopts children by the bucket loads and learns some things about himself in turn.
Then the League of Villains happens and his newfound teaching knowledge gives him IDEASSeries
