Burnie pretty much runs Los Santos. The only thing is, some new gang is rising up quicker than he can deal with, and the only one who can help is the mysterious Vagabond, notorious for being mad and elusive. When Gavin catches him, they have to work together to bring down this new gang from it's core before Burnie loses his grip on the city.
