The public never saw the assassinations. Never saw the blood on his feathers. The intense training sessions he'd gone through to become a hero. He doesn't even remember his name, he's been Hawks for so long.
Hawks goes on missions, and sits on his shelf when he's not on missions. That's what he's supposed to do. He's not useful when he doesn't have something to do.
Until he gets his new mission. Infiltrate the League of Villains. It should be simple, what with the amount of infiltration training he's had. But Dabi is difficult.
