He’s not sure why, exactly, Lucy has decided she needs to spend Halloween with him. She’d mentioned something about how she’d really like to pass out candy this year, and Tim said she was more than welcome to come take over his front door, but he didn’t think she’d actually take him up on it. Now, she’s been mentioning it at least once a day for the last several days, and he’s starting to think she’s serious.
Tim and Lucy spend Halloween (not) giving out candy in costume and (definitely not) skirting around their feelings for each other. It goes about exactly how you'd expect it to.

He pulled his gaze away from the bar and turned back to his friend, grimacing as he did. “I don’t know what you’re talking about.”
Tim just wanted to have a nice drink with his friend after work. And instead he’s having to suffer while men won’t stop approaching Lucy, who happens to be there as well. But he’s certainly not jealous, no matter what Angela tries to insinuate.
