No, suffering wasn't normal, should never be normal. And Saburo was clearly suffering from something; those flimsy excuses weren't gonna fool an older brother that has known him literally all his life.
So why couldn't he just tell him what was up? Why did he have to go and make everything so unnecessarily complicated? Sure, he may be a genius, but normal, un-extraordinary people like Jiro couldn't understand what the hell was going through his head unless he explained himself properly! If he was so smart, he should know that much, right?
