Change was attempted a decade ago.
Attempted and brutally supressed.
Zaun, shattered and plagued by infighting, two main factions come out on top; the de facto king of Zaun, Silco, and a small partisan organisation with mysterious members hidden behind masks, engaging in guerrilla warfare against Silco and building a community clean from the shimmer destroying their city.
During their civil war, Piltover is only growing greedier, and it seems that change might be attempted once more.
