Javert had come so close, and yet failed so spectacularly that Valjean could have stripped him of his position and all his life's work. But he much rather enjoyed having him like this. Javert wearing the custom cage Valjean had made for him. A cage that provided the convict-Mayor complete mastery and dominion over Javert's body and arousal.
