Heizou has always known that a detective's job ends after they've solved the case.
It's not in his scope of work to bring in the culprits. There are professionals that do that. Even he can't handle larger groups of bandits or mercenaries... most of the time.You fail as a detective when you're caught, when you've let the criminals get away, when you're nothing but a pawn.
