After the war, the Kages made their decision that Obito Uchiha is too dangerous to remain an alpha, a living threat.
The conditions are final. If Kakashi wants Obito to live, then he must turn him into an omega, to change him into something the Kages believe can be controlled, something safer.
Kakashi accepted.
Not because he believes Obito is something that needs to be broken. But because he has already lost Obito once.
And he would do anything, if it meant not losing him again.
If Obito had to be remade into something the world could tolerate, then no one else would touch him, no one else would claim him.
But Kakashi.
Obito is under his protection.
