Summary
The deadline Hawks had given Endeavor in that coded message was in two days and, even though the winged hero wanted the world to be saved, he was feeling conflicted about betraying Dabi. Those guilty thoughts only worsened when the villain asked for them to go to his room after a meeting, but Hawks thought he would allow himself to be a little selfish and have Dabi for himself for one last time.
TLDR: Hawks and Dabi fuck while Hawks feels bad and he hopes Dabi doesn't notice

Dabi was sent by Shigaraki to meet a well known gun-trafficker in his mansion and try to strike a deal, as he was the least likely to ruin it all. An alliance with Goya would mean that they'd have the whole PLF well supplied. It wasn't his fault that the meeting was ruined by a certain bird before he even had the chance to do it himself.
Or the story of how Hawks got a pass to meet Shigaraki after months of being led on by Dabi.

“Don’t you- hah- fuckin’ knock, bird?” He asked the blonde, though Hawks’ body was turned completely away from him now. Dabi watched his wings twitch and puff up at the question. Deep, crimson red feathers rustling ever so slightly as he tried to come up with something to make the moment less awkward. “You- need a minute? I...kinda gotta talk to you about something-” He rubbed the back of his head as Dabi groaned. He pulled himself up, sitting back against the wall as he cleaned his hand off with the thin sheet. Gross, but whatever, he’ll clean it up later. When the pigeon isn’t still in the room. His brows furrowed as he did his best to get himself somewhat professional looking again. Hawks was here for business reasons, after all.
“Bout what.” Dabi asked with the poorest attempt he'd ever given to not sound annoyed and one step away from setting his room ablaze.
“Bout...stuff.” Hawks replied sheepishly, god, Dabi hates this bastard.
“You fuckin’ with me, birdie?”
“Look- I just wanted to relay back some intel on the Commission's plans for the next few months! Didn’t expect you to..."
“Be jerking off? Yeah, real nice of you to stop by. You catch a good view?”

“Your majesty.” The man in horrifically opulent robes bows low, the ridiculous sleeves pooling on the floor in a puddle of silk. “We have brought you a spoil of war, captured during the battle of Kamino, a rare and exotic creature for your household.” Touya sits up a little in interest, this was rather unusual as far as presents for his father went. The doors open with a heaving groan, and Touya leans forward in open interest. He was expecting a large cage to be wheeled in, containing some fantastical creature like a small wyvern or a kirin. Instead the servants yank on heavy chains, pulling in a young man with massive crimson wings.
“A harpy, your majesty, tamed and trained for battle by the enemy. He was captured in combat, and has spent the last six months undergoing training to become a suitable pet for the royal household. I give him to you, your majesty, to serve whichever role his highness pleases.”
