When Sensei pitched the idea of an exchange program to decrease the tension between the various schools in Kivotos, Yuuka thought it was a brilliant idea. If the students got to experience different cultures and make friends with students from other schools, then maybe inter-school violence would decrease.

Summary
With the Kazimierz Major over and done with, the Doctor makes a (possibly stupid) decision and goes off to explore the city on his own. As expected, they immediatley run into someone they definitely shouldn't have, but she doesn't seem interested in coming after them any more than they feel like running. Maybe the two of them can take the opportunity and talk, perhaps over a cup of tea?
